Treehouse Show Episode 99 - Inline Anchor Styles

I just watched Episode 99 of the Treehouse show, and I thought that the portion that talked about inline anchor styles was amazing. I feel rather silly asking, but how would I be able to incorporate something like that in my own site? I inspected the element in chrome, and still felt very lost. You can start by reading the article/tutorial that corresponds to the code. Codrops is a great site that includes the source code on all of their tutorials, definitely worth a bookmark.
