Tried to run viewcontroller on Xcode but an error occurred. "Linker command failed with exit code 1"

Under signing, status: "Failed to create provisioning profile"

Do I need to pay the app developer membership fee of $99 so that I can create and test apps?

You do not need to pay $99 to download Xcode. The $99 is to create a developer profile. You do not need a developer profile to begin working on an app locally on your mac. Now once you have an app developed and are getting ready to launch, you will need a developer profile.
