Trying to set up a new wordpress site and keep getting this error message

I am working on this in DesktopServer

Not Found

The requested URL /wp-admin/install.php was not found on this server.

This is after I entered the the site name and clicking the link to set up the site.

I am thinking that this is happening because a server is not running. But I'm not exactly sure.

did change the name of "wp-config-sample.php" to just "wp-config.php" after editing it.

I think its what it sounds like. Your not in the right directory.
