Trying to understand parameters in hooks

Hello all! I’m reading up on customizing woocommerce email templates and I came across this hook - do_action( ‘woocommerce_email_header’, $email_heading, $email ) at the start of the ‘customer-completed-order.php’ file.

I understand that the 2nd parameter - $email - is an instance of the WC_Email object. My question is where can I find the enabling of this parameter? How come the $email parameter means the WC_Email object?
