HTML How to Make a Website Responsive Web Design and Testing Adding Breakpoints for Devices

Uses of <background> when 2 conditions...

I am following this chapter but when I use the command <background>, instead of making the entire background blue, it only makes blue the external part of the screen, like a blue frame and not fully blue like Nick shows on the video. Someone with a similar problem?
