Using Collection View in a View Controller

I know that i have to use a Collection View Controller with a Collection View in order to delegation and data management.

But, a Collection View Controller dominates the window and i can not implement my design in such circumstances. Built in header and footer is not enough.

My question is: Is there a way to use a Collection View in a View Controller? Do i have to use a Collection View Controller as a base?
