So i have been trying to change my <h1> font to on on Google fonts. Obviously workspaces is already connected to the internet so using the <link tag and pasting the font url will work. How do i do it when coding locally ? do i have to download the font and install in in my windows font directory ?

You can include google font locally as long as you connected to the internet.
just add
<link href='http://fonts.googleapis.com/css?family=Open+Sans' rel='stylesheet' type='text/css'>
to your <head> section, that's all you need to get it work.
