Want to build a simple android application....

Hey everyone I was basically moreless wondering about direction regarding an application I want to build for android devices. It will have a multiple choice kind of like

What do you need help with?

Then person chooses a topic or something that best fits their category.

Then this will lead to yet more questions, and eventually will lead to the solution or multiple possible solutions that they could try to remedy their problem.

This is the basics of it, I wanted to know what should I code it with? example javascript based, etc

How can I avoid application deployment and scalability charges total google play noob never launched any app before.
