You do not need to be a fully fledged web developer to freelance. You will certainly need to know the basics on Web Development and be able to design a nice looking site but that is about it! Obviously, it will depend on what type of website your client wants making but most sites shouldn't require anything that you wouldn't know or a quick google couldn't show you.
If you have any more questions feel free to respond below and I shall try to further help you the best that I can.

23,177 PointsThere's a difference between an online freelancer and a (offline) freelancer who works for design studios and agencies.
For online freelancers who are starting out it's definitely helpful to know both (since a lot of online clients have limited budgets but often need to whole package), it'll enable you to find more jobs and thus make more money. If you're, however, an "offline" freelancer then I would try to specialize in one or the other. Studios and agencies often need people for specific aspects of a project. These places already have specialized webdesigners and/or webdevelopers working there to implement your work.

13,564 PointsIt is if you already know a little bit of web development. If not you will have to learn some of that first. But hey, if you already know how to write out a website then go on the design course and have a blast at freelancing!
I wish you the best of luck and if you need any more help you know where to find me!
