Web Design with Promo button fixed to Nav bar

Hi All,

I am using Wordpress v3.8, with responsive design, I would like to position a promo icon to my nav bar, and be able to resize the layout without setting display none: I am using javascript to convert the menu to a drop down, when the site renders on a mobile phone. I thought about absolute positioning but that would depend on the screen size to stay the same. Any help would greatly be appreciated.
