Web developer responsibility?

Do front-end developers take responsibilities in web-content development like coming up with page content on their own? (working in a company, freelancing, etc...)

Most likely no, but there's no guarantee and it will depend on which job you take.

The role of content creation would traditionally be tasked to a professional copywriter. Your job as a developer might involve taking on that role as well.
