how do i go about making a website that has a still background but a timeline that users can scroll through?

You do three columns, make the middle one as long as you want with overflow auto.

okay, but for the image that will remain in the background, will it get distorted or will i just have to resize the image prior to adding it to my code?

You may want to absolutely position a column over a background if you're wanting to use an image. Make the scrolling column the height of image to solve distortion issues.
