What am I missing?

I don't know what is wrong.

string textColor = null;

(value < 0) ? textColor = "red" :  textColor = "green";

You should not include the textColor variable in the ternary condition. Instead, you should set the result of the check into the variable.

textColor = (value <0) ? "red" : "green";
