what are some good plugins for defining different user roles.

I have come to know that user roles can be defined with the help of plugins. It was my understanding that as the admin of the site one can add and edit user roles but now I have read that it can easily be done through plugins. What I want to know is that what are some plugins that can do this task.

Before using any plugins I would suggest you review the default user roles and determine if you need more capabilities per assigned user. That way you might not need a plugin that may or may not slow down your site.
