What CSS or Javascript was used to make this effect?

Browsing from a tablet, when you swipe the page down so that it activates the rubber band effect, the menu slowly slides away on the bittorrent homepage. Does anyone know how that was done?

Wasn't able to see it in action myself, but looked through the code and found a js file for something called jquery smart banner. Produces a rubber band type effect. Is that what you're looking for?
