What does he mean by "custom solutions"?

Hi, I don't understand what he means when he refers to "custom frameworks" as by this stage we've likely already done the HTML and CSS. Can anyone elaborate on this for me please? Thank you in advance.

Customer frameworks are just custom designed, meaning, you put together bits and pieces of code that will work in your situation or the design you are wanting to develop or build. Hopefully this makes sense, but someone else may have a better answer.
