What does he mean specifically when he keeps hinting at "fluid width"?

I have been hearing about this "fluid width" for lessons now and I am pretty sure he means something specific but since there are like a biggillion instructions over the course of a few lessons can someone let me know what EXACTLY he means? Thanks.

Hi Alex,

Fluid width simply means that a HTML element will adapt to the width of the screen (of the device you're viewing the website on). For example an HTML with an width of 60% will look much wider on my desktop screen than it will on my iPad's screen.
