anyone know what extension she is using with chrome. I have tried several but not very happy with any.

I just skimmed the video again, but I don't see her using any Chrome extensions in that video. All I see is vanilla Chrome and Sublime text editor.
Is there a particular video you are referring to (a timestamp would help as well to see where in the video you see the tool).

8,685 PointsChrome has a plugin called "Window Size" which is handy for this sort of thing, you can reduce your window and it tells you its size in px.
Not sure it thats would be helpful till you work out the emulator.
