I'm looking for a decent, inexpensive software to create web pages. I had downloaded a few free programs, including Aptana Studio 3, which seemed to be ideal, but folders would disappear, yet the code would remain. But I guess you kinda get what you pay for.

A seriously simple, but powerful one for windows only: https://notepad-plus-plus.org/
Another really good one is: http://brackets.io/
And the one that I use and is free at the moment as it is in beta, but normally $80: http://www.sublimetext.com/
Hope that helps :)

6,004 PointsWhich language are you planning to code in?
If you are aiming for PHP, I use Eclipse PDT, ( https://eclipse.org/pdt/ ) which is a free version of Eclipse for PHP development and is very powerful. But sometimes, it's quicker to just do some things in Notepad++ or Sublime, depending on situation.

6,004 PointsSo you basically want a simple and good What You See Is What You Get editor, so you can visually edit what web page looks like?
I found this article on the topic http://listoffreeware.com/list-of-best-free-wysiwyg-html-editing-software-for-windows/
Software like that is good when you start, and for some quick prototyping, but once you get more experience, you will want more control over the development process.
