Courses Plus Student 26,868 PointsBy joining the Apple Developer Program, you'd get access to beta releases of iOS or OS X, and able to do on-device testing of the app, those are crucial for any Apple developers; but most importantly, you aren't allowed to publish the apps you wrote to AppStore unless you join the Developer Program.
As for training, Apple releases its training materials on iBooks and iTunes U store, and all the tech sections videos of WWDC are available on the WWDC app, these are all FREE for public, you don't need to have a subscription of Apple Developer Program to access them
