What is difference between "background" and background-color"?

"background" is a shorthand in which you could declare multiple values and "background-color" is specific

background: url("topbanner.png") #00D repeat-y fixed;  // background-image , background-color, background-repeat, background-attachment

// vs

background-color: #00D;  // just declares color
