What is going wrong with my loop?

A simple conditional loop that I am getting wrong- would love an explanation?

loop.rb 
# Assume get_answer() is already defined
answer = " "
loop do
  answer = gets.chomp
if answer == "e"
  break 
else
  puts "you must continue" 
end
end
