What is the best language to learn for building scalable web apps?

I've been going back and forth between languages for a while now and can't quite make my mind up on what to make my main focus.

Every time I think I've settled on a language I read an article saying that it's the wrong choice.

In the future, I'd love to build and work on web applications that have the potential to grow and scale, but I feel like I need to delve much deeper into one backend language to start building the skill set I need, as currently, I'm very much a jack of all trades master of none.

I would focus on HTML and CSS and JavaScript (not Java!).
