What is the content DIV element?

Append the newParagraph element to the content DIV element.

app.js
const contentDiv = document.getElementById("content");
let newParagraph = document.createElement('p');
newParagraph.className = 'panel';
contentDIV = document.appendChild('newParagraph');
index.html
<!DOCTYPE html>
<html>
    <head>
        <title>DOM Manipulation</title>
    </head>
    <link rel="stylesheet" href="style.css" />
    <body>
        <div id="content">

The "content DIV element" is the one that was already assigned to the variable named "contentDiv".

The "appendChild" method should be applied to this element (instead of to the document) so it will become the "parent" of the new element.

Also, don't put quotes around a variable name, that makes it into a string literal.
