What is the difference between web development and software development?

I was reading an article about the different programming languages, and this argument about the distinction between the two seems to keep coming up. Can someone tell me the general distinction?

Hi Taylor,

Web Development is a form of Software Development, that focuses on creating internet-based applications.

You can do 'offline' Software Development. E.g code that powers a vending machine, an alarm clock or an application like Microsoft Paint.

All Web Development is Software Development. But not the other way around.
