Verbose, by definition means: "using or expressed in more words than are needed." I would assume that if it is being applied to programming/Android, it would mean to make your code as simple as possible. That could mean naming your variables something smart and short. It could mean writing DRY code (don't repeat yourself). Essentially, make your code easy for yourself and others.
