It may be because you don't have all the shorthand (you also have the path wrong).

You can do:

body { 
  font-family: 'Nunito', sans-serif; 
  color: #FAF3BC;
  background-color: #420600;
  background-image: url('img/texture.png');
  background-repeat: repeat;
}

or

body {
  font-family: 'Nunito', sans-serif;
  color: #FAF3BC;
  background: #420600 url('img/texture.png') repeat;
}
