What is wrong with my Sass?

    color: red;
        .footer & {
           color: purple;
        }
    }
    & > a {
    color: blue;
        &:hover {
           opacity: 0.5;
        }
    }

They want you to be more specific. It's a div with a class of "footer"

Also, you don't have to use the & here: & > a The p parent is already implied from the nesting.

You should tell the css that you want this to happen on the footer div. This currently selects all classes of .footer and the challenge specifically asks for a div with class footer.
