what is wrong with this code?

i don't how to use the if statement in a try catch block?

Program.cs 
int value = int.Parse(Console.ReadLine());

try
{
if (value < 0 || value > 20) 
{}

}
catch(Exception) 
{
Console.WriteLine("Value is out of bounds!");
}

Console.WriteLine(string.Format("You entered {0}",value));

You have it almost right. Do not remove " throw new System.Exception();"
