What kind of error set_exception_handler and set_error_handler will catch?

I purposely make some syntax error, and I found that even I have set display_error to OFF but the parse message will show up after I set "set_exception_handler" and "set_error_handler". So I guess there is certain error type these method will catch instead of all error type?
