What the heck this Challenge is confusing and dumb

Too confusing please explain how you can compare characters

ConferenceRegistrationAssistant.java
public class ConferenceRegistrationAssistant {

  public int getLineFor(String lastName) {
    /* If the last name is between A thru M send them to line 1
       Otherwise send them to line 2 */
    int line = 0;
    if (lastName.indexOf('a' < 'm') >= 0) {
     line = 1; 
    }
    return line;
  }

You're supposed to look at the first character in lastName (hint: use the charAt() method instead of indexOf()) and compare it to another character. If the first letter is less than or equal to M, you will return line 1, else you will return line 2.
