What tool is best for designing a project proposal?? PSD templates? Word Docs? Excel?

Curious what everyone's preferences is on the subject.

I'd use Google Docs purely due to accessibility. The client doesn't need anything but a browser and I can update it and it will sync immediately.

for a nice looking proposal i would create a branded pdf in InDesign

Great answer Andi thanks, I ended up making a webpage with a slideshow. Then I screen-shotted each page for a physical version as well.
