28,558 PointsThe instructions tell you to throw an exception, not to catch it. If you remove your try/catch block and just use the first if condition you wrote to throw the exception like this:
int value = int.Parse(Console.ReadLine());
if ((value < 0) || (value > 20))
throw new System.Exception();
Console.WriteLine(string.Format("You entered {0}",value));
Then your code will pass.
