When I refresh the browser, the Welcome name remains and does not reload the sign in field to be insert the name.

The message "Welcome myname" does not go away by refreshing the browser due to the cookie task we did previously. That is, the sign in filed does not show up anymore by refreshing the browser. Is it supposed to be that way?
