When I run the preview it all checks out. However it keeps saying the answer is still wrong. Not sure what I am missing.

It seems to want a char returned but in the question it asks for a number. Am I missing something or just not understanding the question?

try:

  public int getTileCount(char x) {
    int count = 0; 
    for (char tile : mHand.toCharArray()) {
      if (tile== x) {
        count++;
      }
    }
      return count;
  }

the problem with:

    for (char tile : mHand.toCharArray()) {
      if (mHand.indexOf(tile) >= 0) {

is that you're counting the occasions a character is in the same string that you got the character from. As a result, it's just going to give you the length of the string.
