It seems that just the first video is missing the CC and transcripts. That first video will not be vital to your understanding or completion of this course, and the rest of the videos are CC enabled. Just make sure you watch at least 30 seconds of the first video, so you are awarded credit for it's completion.
In short, the first video just gives a quick summary of what kind of project this course will be coding, but you'll be all caught up with that in the second video.
