Where can I practice?

I was just wondering if there was anywhere that you can practice what hosting a real website would be like.

Somewhere where you actually use html css etc. that would be the same as actually hosting a website online.

I'm not really in the position to be able to pay for a domain name and hosting so I was just wondering where I could mess around with a similar set up for free?

You could install XAMPP or MAMPP which gives you a webserver that runs locally on your own computer.

Use http://codio.com it's the closet thing to having your own hosting account that you can get for free
