Where does the while code go?

public boolean isFullyCharged() { boolean wasCharged = false; if (!isBatteryEmpty()) { mBarsCount--; wasCharged = true; } while (charge.isEmpty()) mBarsCount++; } return mBarsCount == MAX_ENERGY_BARS; }

}

These are the last few sections of my code for the incrementing challenge. I'm not sure whether this is where to put the while code...
