where to start project one from?

Do I start Project One from Workspace: a new project and code everything from zero? In the Project One documents download is a css file, as well. I guess I am supposed to use it, but then can not figure out some details for the HTML document... Thank you

Thanks a lot , Lucas. I do have the downloaded folder, unzipped it. Unfortunately, still am unclear: there are 3 files for no MAC computer: one is images, one is a folder that opens in microsoft notepad css code: but how do I connect it to what, and I can't see its effect on a site. The third file onpens in google chrome: it opens the example project, but how can I change it: i can open the developer's tools but this will not change it permanently. I really love this field and want it to be my career but am stuck at the moment.
