Which is the most useful - sass with compass or sass with foundation/bootstrap?

Compass is a CSS pre-processor which gives you expanded flexibility when using CSS. Think of it as a new set of tools to expand the ones already in CSS.

Bootstrap/Foundation are more scaffolding as in they provide you with pre-made elements, plugins to utilize, and layouts to guide your finished product.

So to answer your question, learn sass and compass and use foundation/bootstrap when they are applicable.
