Which responsive framework should I use?

Hello ladies and gentlemen. I have not been active in the technology field for quite some time now.

I need to build an under construction page for my business. I want it to work on all devices. There will be no fancy design. I just want to center the desired information in the page, that's it.

With that being said, which framework should I use?

I am currently installing the required text editors to create my page.

The main two are bootstrap and Foundation. Both are good. Links below!!
