Which track or programming language would work best to build a desktop application for searching a database?

I am currently looking into building a desktop application for searching Air Flight routes and rates. Sort of like the big airlines already have. A friend of mine works as an Air Freight forwarder and wish he would not have to look at each airline as to where he wants to go and when he needs his cargo to be there by. He would like to sort through all the airlines for their flight times and prices. I understand that there would be a user interface to search the data and a database to house this information. This would be an internal company application. I am having trouble figuring out which route would be my best option.
