Which Track to learn if I want to make a similar website such as Team Tree for video subscription and E-Learning?

I would like to make a website similar to Team Tree with video and E-Learning capabilities and logins, Which track should I learn if included in Team Tree and what should I learn, phases, etc, to accomplish my goal.

you should learn ruby on rails, HTML CSS/Sass, Javascript/jQuery, Swift/Android/Java(if you want a phone app) and thats about it.
