WHY?

Why not right?

functions.swift
func temperatureInFahrenheit(temperature: Double) -> (Double) {
    let temperature = 25.5555
    return temperature
}

They want a formula that will convert passed in Celsius values to Fahrenheit, not a hard-coded value. And then a call to that function:

func temperatureInFahrenheit(temperature: Double) -> Double {
  return (temperature * 9) / 5 + 32
}

let fahrenheitTemp = temperatureInFahrenheit(24.0)
