Why <br>?

Why wouldn't CSS be used to handle the layout of the radio inputs?

In actual practice, CSS is most likely to be used to handle layout. But if I recall correctly, many of the HTML courses are designed so they may be taken before any of the CSS material, so they don't expect you to already know CSS at this point.
