Why call MemeDataSource from MemeItemFragment?

Referring to 01:06 of the video – After the MemeDataSource constructor code is written, why is it called from MemeItemFragment, as opposed to MainActivity or CreateMemeActivity? How does one decide where an instance of MemeDataSource should be created?
