Why didn't we close our php code block?

I'm sorry if this is a dumb question, but why didn't we close our php code block after calling the is_mike function?

If there is only PHP on a page you don't have to close it. Not closing it helps prevent some white space issues.

What is/are "white space issues"?

Thanks
