Why do i not put the / before #portfolio?

When i put in the answer I am sure it must be /#portfolio but it is correct if I put #portfolio without the /. Y is that the case?

Note: I am getting a wrong answer when i put the / in

index.html

as portfolio id is part of the index.html you don't need /. / goes when the object is inside another folder.
