Why do not horizontal margin collapse? Aren't top and bottom margins horizontal margins??

He said top margin collapses but horizontal margins do not. Isn't top margin horizontal ?

Horizontal is left and right Vertical is top and bottom

top and bottom are vertical margins. left and right are horizontal.
