Why does Guil comment out "relative assets"? After he's done so, why are image URIs still relative to the http folder?

I don't like blindly doing something without an explanation, so I was wondering if someone could help.

Why does Guil comment out relative assets? Is there a good reason for this? Would relative assets not work in a production environment?

And then after doing so, why are relative URIs for images still created in the CSS?
